क्या आपने भी कभी बस या किसी पब्लिक ट्रांसपोर्ट में किसी गैर का अजीब सा स्पर्श महसूस किया है?

1957 में आयी फिल्म नया दौर में एक गाना है, यह देश है वीर जवानों का अलबेलो का मस्तानो का, इस देश का यारों क्या कहना यह देश है दुनियां का गहना…. इस गाने को न सुना हो तो एक बार यूट्यूब पर जाकर सुनना जरूर, कहते है सिनेमा समाज का दर्पण होता है, तो इस 60 सालों में इस समाज को ऐसा क्या हो गया की जो देश दुनियां का गहना हुआ करता था वह आज Sexual Harassment के मामले में दुनिया में कलंक बन गया है। Sexual Harassment के नाम पर जहां किसी की रूह तक काँप जाती है, तो वहीँ Harassment करने वाले आँखों की पलक तक नहीं झपकते।

महिलाओं का Characterisation:-

चलिए हम थोड़ा भारतीय समाज का महिलाओं को लेकर चरित्र वर्णन कर दें मतलब Characterisation, “भारत” जहां सभ्यता सबसे पहले आयी पर लोग आज तक सभ्य नहीं बन पाए, भारतीय समाज जहां एक तरफ महिलाओं को दुर्गा, सरस्वती, और लक्ष्मी का रूप मानता है, तो वहीँ उसी समाज में रहने वाले कुछ लोग महिलाओं को Sex Toy के अलावा कुछ नहीं समझते। जहां जान से बढ़कर रिश्ते होते है, वहीँ इसी समाज के कुछ लोग है, जो मात्र एक अजीब से स्पर्श के लिए रिश्तो को तार-तार कर देते हैं। भारत में Harassment होना आम बात हो गई है। सवा सौ करोड़ लोगों में यह पता लगाना मुश्किल है कि यह कौन करता है। Harassment करने वाले को इससे कोई फ़र्क़ नहीं पढता कि आप कौन से धर्म के हो, या कहाँ के रहने वाले हो। वह किस तरह से आपको Harass करेगा यह उसकी ठरक पर निर्भर होता है।

Sexual Harassment

Sexual Harassment क्या है? जान लो जरूरी है, पता हो फिर भी जान लो:

भैय्या 2 तरह के होते हैं यह Sexual Harassment
1. Quid Pro या Quo Sexual Harassment
2. Hostile Enviroment Sexual Harassment

Quid Pro:-
ऑफिस में किसी के ऊपर सेक्सुअल कमेंट करना।
प्रमोशन के लिए कुछ पाने के लिए कुछ खोना पड़ेगा कहना।
प्रमोशन के लिए एम्प्लोयी को सेक्सी बनकर आने के लिए कहना।

Hostile Environment:-
सेक्सुअल नेचर से रिलेटेड कोई पर्सनल क्वेश्चन पूछना।
अभद्र, भाषा या सेक्सुअल जेस्चर का प्रयोग करना।
वो अजीब सा स्पर्श करना।

उपाए क्या है:-

इसका उपाए क्या है या क्या हो सकता है यह निर्भर करता है की देश या राज्य में सरकार किस राजनितिक पार्टी की है। क्यूंकि गलत क्या है या सही क्या है से लेकर आप क्या पहनेंगे तक सत्ताधारी पार्टी की विचारधारा तय करेगी। हो सकता है की आज जीन्स पहनना सही हो और चुनाव के बाद जब सत्ता बदल जाये तो वह गलत हो जाए। बाकी मीडिया, छात्र-छात्राएं, और युवा इस मुद्दे पर, समय समय पर बहस करते रहते हैं। और बहस सुनकर ऐसा लगता है जैसे मनो आज ही इस समस्या का समाधान निकल जायेगा। हालाँकि मार्किट में चल रही एक विचारधारा यह भी कहती है की पढाई लिखे से इसमें बदलाव आएगा पर आइए आपको दिखाते हैं, UGC की एक रिपोर्ट जो की अप्रैल 2016 से लेकर मार्च 2017 तक की है।

Sexual Harassment

103 महिला छात्रों ने आरोप लगाया कि वे यौन उत्पीड़न से जूझ चुकी है या रहीं है। इनमें से 24, यूपी से है, लेकिन बीएचयू से कोई नहीं। यह मामले अलीगढ यूनिवर्सिटी, आंबेडकर यूनिवर्सिटी, शारदा यूनिवर्सिटी, के हैं, बाकी BHU का अलग। 16 मामले पंजाब से जिसमे 12 पंजाब यूनिवर्सिटी, चंडीगढ़ से हैं। 12 दिल्ली, 8 हरयाणा, और 16 केरला से हैं।

Public Transport: ऐसा नहीं है।

ऑफिस, एजुकेशनल इंस्टीटूशन्स के अलावा public Transport एक ऐसा क्षेत्र है जहां इस तरह की परेशानियों का सामना सबसे ज्यादा करना पड़ता है।public Places से लेकर Public Transport तक कहीं भी आपको Harass किया जा सकता है, अब तो आलम यह है की अगर महिलाओं को कोई न छेड़े तो उन्हें लगता है सब कुछ नार्मल नहीं है। कभी न कभी आप भी इस चीज के शिकार रहे होंगे की आप बस या किसी अन्य Public Transport में बैठ कर या खड़े होकर सफर कर रहे होंगे और अचानक आपको ऐसा लगता है की आपके शरीर से कुछ अजीब सी चीज सट रही है जो आपको अनकम्फर्टेबल फील करा रही है। आप उस सिचुएशन में कुछ नहीं कर पाते जब Transport में काफी भीड़ हो जिससे सामने वाले को लगता है की आप भी इसका पूर्ण रूप से आनंद उठा रहे हैं। परन्तु ऐसा है नहीं।

चलिए आपके साथ कुछ आकंड़े share करते है:
  • आकंड़ों के अनुसार 2015 में महिलाओं के साथ public transport में होने वाली छेड़खानी में 160% अधिक वृद्धि हुई है।
  • 2015 में ही टैक्सी में होने वाली छेड़खानी के 436 मामले दर्ज किये गए।
  • 57% मामले तेलंगाना के दक्षिणी राज्य में दर्ज किये गए, इसके बाद माहाराष्ट्र(28), आंध्रा प्रदेश(24), दिल्ली(19) और असम(14) आते है।
  • 2017 की Thomson Reuters Foundation की रिपोर्ट के अनुसार दिल्ली , ब्राज़ील के शहर Sao Paulo दुनिया की सबसे ख़राब मेगासिटी है, जहाँ पर सबसे अधिक Sexual Harassment और हिंसा होती है।
  • पिछले पांच सालों में दिल्ली में बलात्कार के दर्ज होने वाले मामलों में तिगुना वृद्धि हुई है।
  • दिसंबर 2014 में uber टैक्सी ड्राइवर ने 27 वर्षीय महिला के साथ किया था बलात्कार।
Public Transport

ध्यान रहे की जो आकंड़े हमने प्रस्तुत किये वो दर्ज होने वाले मामले है। यानि महिलाएं शिकायत लेकर थाने गयी।

बहुत सारे मामले तो दर्ज ही नहीं होते। क्यूंकि लड़कियाँ facebook request की तरह इसे भी ignore कर देती है, तो Middle Ungli का आपको इसपर सुझाव यह रहेगा की जब भी आप ऐसा अनचाहा स्पर्श महसूस करें आप तुरंत उस पर प्रतिक्रिया दें और स्पष्ट करें की यह आपको अच्छा नहीं लग रहा जिससे वह न सिर्फ आपसे दूर हो जायेगा बल्कि इतने लोगों के सामने आपके बोलने पर शर्मिंदा भी होगा। और बात बढ़ने पर तुरंत कानून की सहायता लें। हालाँकि सिर्फ भारत में ही यह तोप मारने वाला काम नहीं होता है बल्कि ऐसे कई देश हैं जहां स्थिति सामान ये इससे अधिक ख़राब हो चुकी है। देश में इस महान काम में सबसे ज्यादा योगदान दिया है देश के दिल दिल्ली ने, यहां नई दिल्ली का नाम स्मार्ट सिटी में नहीं बल्कि Sexual Harassment हर्रास्मेंट होने वाली इस सूची में Worst Megacity में आता है।
